I shot this over Labor Day weekend in 2013, when the Washington Monument still had scaffolding on it while its earthquake damage was being repaired. So many tourists were about that I couldn’t possibly have gotten a shot without people — oogly, smelly people, ewww! 
— in it, so I factored them into my compositions. I think the couple sitting near the water’s edge make the scene better, actually.
